CN SAT: Platforms Shall Not Shift Tax Obligations to Practitioners Within Their Platforms

Starting 1 October, internet platform companies will officially report the identity and income information of operators and workers within the platform, China's State Administration of Taxation (SAT) said. The SAT will strictly investigate illegal practices where certain platforms charge all kinds of workers like couriers under the guise of fees.

Internet platform companies should fulfill their tax withholding and remittance obligations in accordance with the law, guide operators and practitioners within the platform to lawfully and compliantly enjoy tax incentives and fulfill their tax obligations, according to a responsible person from the SAT's Collection and Technology Development Department.

Also, companies shall not shift the platform enterprise's tax-related obligations to practitioners within the platform in any form, and shall not use withholding and remittance as an excuse to impose additional fees on practitioners.
